Steadfast Housing Development Corporation incorporated as a nonprofit entity in 1989, combining experts in housing and mental health services to provide a community housing program for adults with serious and persistent mental illnesses.
Programs are funded by the state and federal governments and provide skills training and supports so that Consumers can successfully assume their role demands of living, learning, social, and work environments.

Housing opportunities and supportive services for Consumers who require minimal supervision on a day-to-day basis.
"House of Well-being and Growth" — single room occupancy units for homeless Consumers.
Residential care operating 8–16 hours per day, 7 days per week, for Consumers needing structured daily support.
Temporary "bridge" rental subsidies until federal or other permanent rental subsidies are available, plus housing support services.
HUD-funded rental assistance providing long-term housing support to homeless individuals with serious mental illnesses, paired with supportive services.
Short-term emergency shelter for individuals in crisis, providing a safe place to stabilize before transitioning to longer-term housing.
Single room occupancy units for homeless Consumers, paired with individualized care coordination and housing support services.
Federally funded housing assistance that helps Consumers access affordable private market rentals throughout the state of Hawaiʻi.
The SHP began in 1998 on Oahu and has since expanded statewide — serving approximately 300 Consumers annually through HUD funding via Oahu's Continuum of Care, Partners in Care.
The SHP consists of two components: Rental Assistance Subsidies and the Housing Support Team (HST). The program provides Consumers the option to live in permanent housing of their choice and the support services needed to successfully assume the role of tenant and neighbor.
The Housing Support Team — made up of a SHP Manager, Residential Specialists, and Housing Coordinators — provides 24-hour flexible and responsive support services by visiting and communicating with both tenant and landlord to assure obligations of tenancy are met.
Consumers are responsible for approximately 30% of their monthly rent; SHDC subsidizes the balance. Consumers are also responsible for utilities not included in rent, phone, and other miscellaneous expenses. To remain successful at independent living, Consumers are expected to follow all lease terms and house rules.
